The Arvid Pardo Award


 "The International Ocean Institute has the honour to announce the "Arvid Pardo Award" for Research on the Concept of the Common Heritage". This Award was created by the Institute in 1992 and first awarded in 1997. Through this award the IOI wishes to pay tribute to Arvid Pardo, the father of the contemporary Law of the Sea, the inspirer of The pacem in Maribus Conferences and the International Ocean Institute. It was the global vision, knowledge and intellectual integrity of Arvid Pardo, together with his lucid presentation of the proposals in 1967, that convinced the United Nations General Assembly to convene the Third United Nations Conference on The Law of the Sea. Special tribute must be paid to Arvid Pardo for his imagination and clear justification of the principle of the Common Heritage of Mankind in his presentations to the General Assembly and subsequently  during the initial considerations thereof. His elaboration of the principle was adopted as a basis for General Assembly Resolution 2749 (XXV) of 17 December 1970 containing the Declaration of Principles Governing the Sea-Bed and the Ocean Floor beyond the Limits of National Jurisdiction, and the Resolution 2750 (XXV) of the same date wherein the General Assembly decided to convene in 1973, the Third United Nations Conference of the Law of the Sea.

 Arvid pardo died on 19 July 1999. He was one of the great men of the twentieth century, who has contributed decidedly to shaping the world of the twenty-first century.

 The purpose of the "Arvid pardo Award" is to promote research, studies and wider dissemination of the concept of Common Heritage. The scope of the research is not confined to the specific articles of the United Nations Convention on the Law of the Sea relatiog to the legal status of the Area of institutional aspects, technical and economic rules and regulations, the dispute settlement procedures and other rules embodied in the Convention, but can also encompass the concept of Common Heritage in its broader scope and implications. The research may also comprise the study of the relevant rules and principles enunciated in the Rio Declaration and embodied in Agenda 21, as well as the practice of states, particularly with regard to the idea of "a new and equitable global partnership",  "respect for the interests of all and protection of the integrity of the global environment", the implementation of the integrated approach to sustainable development and protection of the environment, as well as the principle that "peace, development and environmental protection are independent and indivisible."

 The research may be focused in one specific field but multidisciplinary studies will be particularly encouraged. The result of the research should be presented as and extensive essay or monograph which can be published as a book.

 The award is granted for studies of a high scientific level but with practical significance.

 The Award shall consist of:

  1. an undertaking by the Board of the IOI to ensure the publication of the study;
  2. an award certificate to the author or authors of the study;
  3. a token presentation of 5,000 US dollars (five thousand USD), to be shared if co-authors.

 This announcement constitutes an invitation to submit potentially award winning productions for the year 2000, at the latest by the end of June 2000. These should be sent to the Executive Director of IOI, P.O. Box 3, Gzira GZR 01, Malta, with the manuscript and an abbreviated CV of the author or authors, with the envelope marked "Arvid pardo Award."
