Condition of China's Marine Economic Development in 2001


  In 200l, the total output value of China's national marine industries has reached      723.380 billion yuan, with a year-on-year increase of 8.7% after deducting the newly added output value of marine industries (unless otherwise specified, the increase rate is calculated at the constant price of l990). The added value of national marine industries is 329.728 billion yuan, accounting for 3.4% of the national GDP of China.  The nationa1 economy of the coastal cities  and  counties  supported  by  marine economy   has also seen a steady growth, its  GDP amounting to 3 7l5.384  billion   yuan, which occupies 6l.7% of the GDP of the entire coastal region, and 38.7% of the national GDP.  The gross industrial output value  of the coastal cities and counties is 4 667.816 billion yuan, accounting for 66.4% of that of the entire coastal region; The gross output value of agriculture is  596.l82  billion yuan, occupying 47.7% of that of the entire coasta1 region.

   In order to  reflect in an  all-round way the developing level of marine economy and give full expression to the contribution of marine economy to the national economy, according to the regulations on the classification and codes for the marine economy statistics in the Marine Industrial Standards of the People's Republic of China (HT/Y 052-l999), starting from 200l, the original statistical index system for marine economy has been  adjusted and perfected,  having incorporated the statistics on domestic tourism and some newly  emerging marine industries, such as marine chemical industry, marine biological pharmacentical and health products industry, marine electric power and seawater utilization industry, marine engineering architecture, marine information service and other marine industries (listed in the Marine Industrial Standards). According to statistics in 2001, the earnings from domestic tourism and the output value of the newly added marine industries have  reached  277.388   billion yuan,  accounting for 38% of the gross output value of marine industries.

  The gross output value of marine aquatic products industry has reached 225.656
billion yuan, registering an increase of 7.1% as against that in the previous year.The
output of marine aquatic products has reached 25.72l 5 million tons, l.3% more than
that in the previous year. The Output of marine fishing has reached 14.406 l million
tons, 2.5% down from that in the previous year, and thus the goal for resource
conservation has basically been achieved. The area of mariculture has amounted to
1 286 thousand hectares, 3.4% up from that in the previous year. The per unit area
yield of mariculture has reached 8 799 kg/hm2, increasing by 268 kg/hm2 as against
that in the previous year, and the total output of mariculture has reached 11.315
million tons, 6.6% up from that in the previous year.

   Affected by the price of crude oil on the international market, the output value
of the offshore oil and gas industry has dropped by a large margin although its
production has somewhat grown. The gross output value of the offshore oil and gas
industry has reached 32.068 billion yuan in 200l, up l.l% as against that in the
previous year, the production of crude oil is 2l.429 5 million tons, increasing by
3.0% as against that in the previous year and the output of natural gas is 4.572 billion cubic metres, 0.6% less than that in the previous year.

  The gross output value of beach placer industry is 0.3l7 billion yuan, 3.9% up
from that in the previous year (calculated by current price).

  As a result of the fact that the State departments concerned have practised the
policy of limiting the salt production and reducing the stock, in 200l, the output of
sea salt is 22.050 million tons, 6.7% down from that in the previous year and the
gross output value of salt industry is 9.099 billion yuan, 9.5% up from that in the
previous year.

  Thanks to the enhancement of reform effort, the coastal shipbuilding industry
has made significant achievements in 200l. Although the number of workforce has
been cut down by over 30 000 during the institutional reform of the whole industry,
the number of ships built or repaired has reached 33 000, 27 times that of the
previous year. The gross industrial output value of coastal shipbuilding has amounted
to 29.272 billion yuan, l8.l % up from that of the previous year.

  The freight turnover of marine communications and transportation throughout
the year is 2 445.l9 billion ton kilometres, l0.2% up from that in the previous year;
the volume of cargo handled in the major coastal seaports has amounted to l.426
billion tons, l3.5% up from that in the previous year.  The operational income has
reached 78.893 billion yuan, nearly l0.0% up from that in the previous year
(calculated at current prices).

  In recent years, with the vigorous development of domestic tourism in China,
domestic tourism has basically taken shape. Therefore, from 200l onwards, the
content concerning the income from domestic coastal tourism will be added and the
newly added income from domestic tourism is l79.6 billion yuan, much more than
the earnings from international tourism which is 8.547 billion US dollars (70.687
billion yuan RMB). The total number of overseas tourists received for the whole year
has amounted to l8.8 000 million person-times, 9.5% up from that in the previous
year.

  In 200l, the gross output value of the newly added marine chemical industry in
the coastal region is 7.627 billion yuan with an added value of 2.562 billion yuan;the
gross output value of the marine bio1ogical pharmaceutica1 and health products
industry is 2.087 billion yuan, with an added value of 0.663 billion yuan; the gross
output value of the marine electric power and seawater utilization industry is 42.132
billion yuan, with an added value of 23.043 billion yuan, the gross output value of
the marine engineering architecture industry is 1.78l billion yuan, with an added
value of 0.636 billion yuan; the gross output value of the marine information service
industry is l.3l billion yuan, with an added value of 0.341 billion yuan; and the gross output value of other marine industries is 42.85l billion yuan, with an added value of 1l.255 bil1ion yuan.

   The output value of the major marine industries in the coastal provinces,
autonomous regions, and municipalities directly under the Central Government is on
the rise with Guangdong Province ranking first in the marine economic development,
whose output value of marine industries has reached l54.269 billion yuan, Shandong
Province second and Fujian Province third (see the table below).

   As the State has intensified the effort of environmental pollution prevention and
control, and the coastal provinces (autonomous regions and municipalities directly
under the Central Government) have paid more attention to the problem of
environmental protection, and made great efforts to control the sewage discharged
into the sea, the pollution of nearshore waters has been mitigated to some extent. In
2001, the major superstandard item in the littoral sea area is DO and the up-to-
standard rate of the industrial waste water discharge in the coastal region is 90.7%,
6.2 percentage points up from the previous year. But, in general, the prospects for the overall quality of marine environment are still not bright and so further efforts should be made to prevent and control marine environment pollution and protect the
environment.

   In 200l, China has l04 marine scientific research institutions, employing
l4 000 marine staff and workers, of which l0 000 are professional and technical
personnel. In 200l, through reform of the scientific research institutions, the number
of workforce employed in the marine sector has dropped by over 400 while the steps
of making science and technology serve production and society have been quickened.
In 200l, the number of the scientific research and service subjects has increased by
14% and the scientific research subjects for productive activities have increased by
20%.

  In 200l, to meet the needs of the development of society and reform
adjustments have been made to the marine specialties by a large margin, some
specialties which have been divided too elaborately and are unfavorable to the
development of integrated capacity have been combined and some hi-tech specialties
and those required by social development have been newly established. In 200l, the
quality of talented personnel in marine education has been raised universally. The
number of specialties conferring doctors' and masters' degrees has increased by 57,
with an increase of enrol1ment of nearly 200 students as compared with that of the
previous year and the marine specialties for regular and junior college students have
increased by 98 against that of the previous year, with an increase of enrollment of
over 7 000, thus providing strong reserve force for the development of marine
economy and marine undertakings.
