Marine Development Accompanying with all Kinds of Contraditions

Just as mentioned above, all kinds of marine development activities in the modern society extend their business field from the land to the sea. The relative administrative departments in charge of marine production based on the land have some parochialism. At the beginning of these industries coming into being on land, these industries had many contradictions in fighting for places in addition to the common aspect of creating benefits. Through the long-term balancing, all industries have got what they wanted. On the other hand, when something new appears, new contradictions will occur again. These contradictions mainly exist in the following aspects.

1. Contradiction between Marine Industries and Fishing Resources

There are irreconcilable contradictions between fishing industry and marine industries such as transportation, oil exploitation, beach salt manufacturing, coastal construction. These contradictions are showed in the following fields: saline fields and sodium salt from power factories endangering fishing resources; harbor construction, dredging project and petroleum exploitation endangering fishing resources; beach cultivation and water conservancy project destroying ecological environment; beach shrimp-raising pond damaging saline field, port aquaculture nibbling anchor field.

2. Contradictions within Fishing Industries themselves.

These contradictions are mainly shown between beach acquaculture and marine fishing resources, short-term profits and long-term profits.

3. Contradictions Among Coastal Areas

In recent years, resulting from exploiting and utilizing activities in beach and its adjacent offshore areas, contradictions and disputes rising from among different areas occurred constantly.

4. Serious Seashore Erosion

As a result of unreasonable marine development activities such as unlimited sand digging and mangrove destroying, the coast line of our country is becoming shorter and shorter, and more straight and single than before, and the natural degree is incessantly reduced. The damage of mangroves and coral reefs have caused serious damage of typical ecological systems and biological communities.

The above mentioned problems can't be resolved merely depending on interior production management, because these contradictions and disputes exist between different industries, individuals and collectives and between local governments. For this reason, only those national administrative departments whose interests lave nothing to do with that of the concerned different industries can reconcile these contradictions. The main measures for coordinating different marine development activities include:

1. Identifying Central and Local extents of Jurisdiction and Managing them at Different Levels

2. Scientifically Dividing Marine Functional Areas

3. Wording Out Plans for Marine Development and Management

4. Making the Basic Law of Marine Resources Development
